Rhonda J. Porter

Rhonda serves as the Chair of Day Ketterer’s Education Law Practice Group and focuses her practice on representing school boards throughout Ohio with an emphasis on special education and related Civil Rights litigation. 
 
Prior to joining Day Ketterer, Rhonda served as General Counsel for the Akron Public School District for over ten years and as General Counsel to the Cleveland Metropolitan School District for three years. 
 
Rhonda serves as counsel to Superintendents, Department Directors, Principals and Assistant Principals in cases ranging from litigation involving immunity issues, labor arbitrations and mediations, employee termination hearings to student disciplinary court appeals and special education due process hearings.  She represents school districts before the EEOC and the OCRC in student discrimination complaints and is involved in handling numerous school law issues such as student records privacy compliance, public record requests, custody and court placed student issues, student discipline, ethics issues, investigations of misconduct and termination hearings, and all other legal compliance issues. 
 
Her special education law practice involves advising school boards on all aspects of special education law, including the Individuals with Disabilities in Education Act, the Americans with Disabilities Act, and Section 504 of the Rehabilitation Act. She represents districts in due process hearings and files and responds to special education complaints.
 
Rhonda is a certified ATIXA Title IX Administrator and Investigator and has her Ohio State Auditor Public Records Certification. She is a nationally recognized speaker in the areas of student records; school safety; Title IX; First, Fourth and Fourteenth Amendment Issues related to school systems; and Section 504.
